Creates a new permit system allowing liquor manufacturers, suppliers, and representatives to donate packaged, unopened, and sealed liquor to nonprofits and unlicensed persons for benevolent, charitable, or public purposes.

Requires applicants to obtain a permit from the Idaho state police director, with a $50 fee per permit, and submit applications including sponsor names, liquor quantities/types, proof of acquisition from state liquor division, event dates/hours (not exceeding 3 consecutive days), and post-event fund disposition reports.

Authorizes liquor by the drink licensees to receive, store, and dispense donated liquor on behalf of permitted events in accordance with Idaho liquor law and age restrictions.

Prohibits event attendees from opening or consuming acquired liquor bottles at the licensed premises or permitted event location.

Allows the Idaho state police alcohol beverage control bureau to suspend, deny, cancel, or modify permits and impose fines upon finding violations of permit conditions, liquor sales laws, age restrictions, or reporting requirements.
