Establishes a Committee on Uniform Accounting and Transparency for Local Governmental Entities with 7 members (3 senators, 3 representatives, and the state controller or designee) to develop and approve a uniform accounting manual for local governments.

Directs the state controller to create and maintain a uniform accounting manual and public website for local governmental entities' financial data, with full implementation by January 1, 2025, to provide comparable financial information across the state.

Transfers the local governmental entities central registry from the legislative services office to the state controller's office by January 1, 2022, requiring all local entities to submit administrative and financial information annually by December 1.

Requires education providers to submit expenditure data and financial information to the state controller in compliance with the uniform accounting system for public access on the state controller's website.

Establishes penalties for noncompliant local governmental entities including late fees up to $500 per day, budget increase restrictions, and withholding of state tax distributions until compliance is achieved.
