Increases the maximum number of directors on a domestic insurer's board from fifteen to twenty-five (25), while maintaining the minimum of five (5) directors.

Increases the maximum number of directors for service corporations converted to mutual insurers from fifteen to twenty-five (25), while maintaining the minimum of five (5) directors.

Makes technical corrections to language regarding director election terms and qualifications for mutual insurers and service corporation conversions.

Preserves existing requirements that mutual insurer directors be policyholders and that insurers operating only in Idaho maintain a majority of board members who are Idaho residents and citizens.

Maintains special provisions for converted service corporations regarding board composition for professional service, hospital service, and combined professional and hospital service corporations.
