Requires nonresident camping fees to be substantially double resident fees at no fewer than 5 state parks by January 1, 2022, and nonresident entry fees to be substantially double resident entry fees at no fewer than 5 state parks by the same date.

Authorizes the park and recreation board to increase fees for nonresidents beyond fee caps established in the Idaho administrative code and allows increases in other fees for nonresidents if permitted by law and preexisting contractual obligations.

Maintains existing fee waivers for disabled veterans rated at 100% or higher disability and reductions of up to 50% for senior citizens with federal "golden age passports" or equivalent state park passes.

Allows the board to discount fees to generate additional revenue and use up to 15% of the recreational vehicle fund annually for administrative costs, with unused funds returned to the state treasurer.

Declares an emergency, making the act effective upon passage and approval.
