Requires at least 70% of COVID-19 vaccine doses distributed to Idaho be administered within 14 days of receipt by hospitals, clinics, pharmacies, or other administering entities.

Imposes a fine of $5,000 per day on entities that fail to administer 70% of doses within 14 days and fail to immediately notify the state vaccination program administrator, with fines deposited in the state general fund.

Requires the vaccination program administrator to immediately reallocate unused vaccine doses to entities capable of timely administration to Idaho residents.

Allows vaccine doses to be administered outside the governor's priority order only to prevent waste or destruction, and requires each administering entity to maintain a waiting list or similar procedure to ensure prompt administration.

Sunsets on the earliest of: 40% of Idaho population fully vaccinated, governor's executive order finding COVID-19 no longer epidemic in Idaho, or July 1, 2022; declared emergency provision.
