Requires the Idaho Department of Agriculture director to clearly specify in proposed rulemaking notices when rules are broader, more stringent, or regulate activities beyond federal law or regulations.

Directs the director to consider best available peer-reviewed science, utilize accepted data collection methods, make reasonable efforts to ensure cost-effectiveness and economic feasibility, and explain consistency with legislative intent when proposing rules under specified agricultural statutes.

Defines "economically feasible" to mean requirements must be reasonably achievable within physical, operational, and economic constraints affecting agricultural operations, and prohibits using highest cost or most modern management practices as the sole basis for rulemaking.

Requires proposed rules protecting human health and environment to include identification of affected populations, risk estimates, uncertainty identification, and reconciliation of inconsistent studies in the rulemaking record.

Applies all requirements to new rules and amendments, extensions, or renewals of existing rules effective upon passage of the act.
