Restricts the electors included on the Secretary of State's certificate of election to only those votes cast in-person on election day or by absentee ballot from voters subject to the Uniformed and Overseas Citizens Absentee Voting Act (52 U.S.C. 20301 et seq.) or voters with sworn physical inability to vote in person

Requires the Secretary of State to deliver the signed and sealed certificates of election to each presidential elector on or before the second Wednesday in December following the election

Specifies that presidential elector election results shall be determined exclusively according to Section 34-1501, Idaho Code

Maintains that presidential elector elections are conducted according to general election procedures, with electors holding the same duties as those prescribed by law for general elections
