Removes the last Tuesday in August as an authorized election date for school districts, limiting them to the second Tuesday in March and third Tuesday in May for bonded indebtedness and property tax levy questions.

Reduces the number of authorized recall election dates from four to three by removing one permissible date option.

Maintains the existing two-election-per-year limit for counties, with exceptions for emergency elections, presidential primaries, and certain special districts.

Preserves all other election date provisions for various political subdivisions including community colleges, irrigation districts, and cities.
