Repeals the previous Big Payette Lake Water Quality Act and replaces it with the "Big Payette and Cascade Lakes Water Quality Act" to address water quality deterioration from residential development, public use, and land use activities in both lakes.

Establishes two separate water quality councils (Big Payette Lake and Lake Cascade) with 11 members each, including one Valley county commissioner, one or two elected city representatives, and 8-9 general public members appointed by the governor.

Authorizes councils to assemble water quality data, conduct scientifically-based studies, develop comprehensive water quality management plans updated within 180 days of study completion and at least every 5 years, and make recommendations to regulatory agencies without having regulatory authority themselves.

Creates two dedicated state treasury accounts (Big Payette Lake Water Quality Council Trust Account and Lake Cascade Water Quality Council Trust Account) funded through grants, gifts, donations, and use fees to cover council operations and administrative costs.

Requires councils to meet at least four times per year, conduct public awareness programs, appoint an executive director, and maintain transparency through annual financial statements available for public inspection.
