Amends the definition of "advocate" in Idaho Code Section 74-603 to clarify that providing factual information about ballot measures in a neutral manner is not advocacy, including information about cost, purpose, property conditions, election details, and candidate qualifications.

Expands the definition of "property or resources" to explicitly include college course credit or extra credit as items that cannot be used for political purposes or advocacy.

Prohibits public entities, their employees, and public officials from providing or offering college course credit or extra credit to students at state institutions of higher learning to encourage voting or to influence how a student votes on candidates or ballot measures.

Applies restrictions to expenditures of public funds and use of public property or resources for advocacy by public officials and employees of state institutions of higher learning.
