Requires development impact fee advisory committees to have at least 5 members appointed by the governing authority, with all members residing within the jurisdiction.

Mandates that at least 2 members be active in development, building, or real estate businesses and at least 2 members not be in those businesses.

Prohibits government employees or officials acting in their official capacity from serving on the committee.

New appointments and reappointments after July 1, 2021 must comply with the residency and business composition requirements.

Committees serve in an advisory capacity to review capital improvement plans, monitor implementation, file annual reports, and advise on updates to land use assumptions and development impact fees.
