Creates the Idaho Broadband Fund in the state treasury to provide financial assistance for broadband infrastructure supporting economic development, public safety, telehealth, and education.

Establishes the Idaho Broadband Advisory Board within the Department of Commerce, comprised of 3 House members appointed by the Speaker, 3 Senate members appointed by the President pro tempore, and 3 public members appointed by the Governor.

Requires the advisory board to develop a statewide broadband plan that determines how grants from the fund are structured, prioritized, and dispersed to areas most in need.

Mandates all state agencies cooperate with the advisory board by providing requested research, information, and studies related to the broadband plan.

Allows state agencies to petition the board to revise the statewide broadband plan, with the board required to review petitions within 3 months and either approve revisions or provide written justification for denial.
