Revises the exemption for vehicles not requiring a certificate of title transfer by replacing "at least ten (10) years old" with "a 2010 or older model year or has a model year at least twenty (20) years old when transferred after January 1, 2031"

Allows owners of vehicles over 16,000 pounds gross vehicle weight, vehicles with no odometer device, or vessels with lost, mutilated, or illegible titles to dispose of them by delivering a completed application for duplicate title instead of a certificate of title

Changes terminology from "whose that has" to "whose that has" regarding vessel certificate of title language

Permits Idaho-licensed dealers to reassign existing certificates of title or duplicate title applications without requiring the certificate to be issued in the dealer's name first

Requires purchasers or transferees obtaining duplicate titles to pay applicable fees under Idaho Code section 49-202(2)(b)
