Amends Section 49-116 of Idaho Code to define "off-highway vehicle" or "OHV" by reference to section 67-7101 and renumbers subsequent definitions.

Repeals and replaces Section 49-426 to specify that operating fee provisions do not apply to vehicles owned by federal, state, local governments, political subdivisions, nonprofit fire protection units, irrigation organizations, and certain farm equipment.

Exempts farm tractors, implements of husbandry, self-propelled wheelchairs, golf carts, lawn mowers, motorcycles, and off-highway vehicles used exclusively for agricultural or snow removal purposes from registration and licensing requirements.

Permits licensed and exempt off-highway vehicles to operate on non-state highways, non-full access-controlled state highways within municipalities with speed limits of 60 mph or less, and specified sections of state highways for connecting OHV trails and accessing services.

Prohibits off-highway vehicles from interstate highways and full access-controlled state highways unless designated by the Idaho Transportation Board, with maximum speed limits of 45 mph and requirement to stop and yield at highway crossings.
