County commissioners and highway district boards may establish sidewalks or side paths on public highways outside incorporated city boundaries, with a default maximum width of 8 feet.

Governing boards may approve sidewalks or side paths wider than 8 feet if they make a written finding supporting public necessity for the greater width.

Sidewalks and side paths are restricted to pedestrians, bicycle riders, and electric-assisted bicycle riders, unless prohibited by local ordinance or signage posted by the governing public agency.

Public agency restrictions on sidewalk and side path use require notice by inclusion on a governing board agenda.
