Allows county commissioners in an airshed to opt out of vehicle inspection and maintenance programs by majority vote if air quality conditions no longer meet the threshold of 85% of national ambient air quality standards.

Requires counties that have opted out to re-enter the program if air quality conditions fall back below the 85% threshold and are maintained at that level for one year, with notification by the board.

Makes technical correction changing "which" to "that" in subsection (2)(g) regarding fees, bonds, or insurance necessary to carry out the program.

Maintains existing exemptions for electric or hybrid vehicles, new vehicles less than 5 years old, classic automobiles, motorized farm equipment, and vehicles engaged solely in agriculture business.
