Reduces annual vehicle registration fees by 50% for one vehicle owned by an active duty military member stationed outside Idaho at the time of registration renewal

Allows retroactive refunds calculated on a prorated basis for months the military member was stationed outside Idaho during the registration period

Requires proof of Idaho residency via current Idaho driver's license or pay and earnings statement showing Idaho as home state

Requires proof of deployment via active duty military orders showing assignment outside of Idaho

Department must establish an application process for fee reductions and refunds
