Removes the strikethrough language from subsection (7) that previously exempted government, quasi-government entities and their agents from load covering requirements during highway maintenance or construction work.

Retains requirements that all vehicle loads be secured to prevent becoming loose, detached, or hazardous to other highway users.

Maintains requirement that vehicles on paved public highways carrying dirt, sand, or gravel must be covered to prevent spillage unless 6 inches of freeboard is maintained.

Preserves exemptions for canal companies, irrigation districts, drainage districts, water districts, and similar irrigation entities performing construction, operation, or maintenance of facilities.

Adds new exemption allowing vehicles transporting unprocessed agricultural products, agricultural by-products, agricultural materials, or agricultural inputs to be exempt from load covering and securement requirements.
