Increases snowmobile certificate of number fee from $31.00 to $49.50 and nonresident snowmobile user certificate fee from $31.00 to $59.50.

Increases rental snowmobile validation sticker fee from $61.00 to $89.00.

Removes requirement that validation stickers be located on the right and left side of the snowmobile cowling, allowing placement as prescribed by department rules.

Establishes the State Snowmobile Avalanche Fund to receive $1.00 from each snowmobile certificate fee issued, with funds directed to avalanche centers and operations within Idaho.

Creates a five-member State Snowmobile Avalanche Fund Committee with representatives from four regional districts (north, central, south, and east Idaho) appointed by the board to distribute funds and advise avalanche centers.
