Removes provisions allowing political subdivisions to adopt local ordinances or resolutions designating highways or sections of highways closed to all-terrain vehicles, utility type vehicles, specialty off-highway vehicles, and motorbikes.

Clarifies that operation of licensed and numbered all-terrain vehicles, utility type vehicles, and motorbikes is not permitted on controlled-access state highways, except as designated by the Idaho transportation board.

Makes technical corrections to language by replacing "which" with "that" in multiple sections of Idaho Code Section 49-426.

Preserves exemptions from motor vehicle registration operating fees for government-owned vehicles, farm equipment, and certain disability-related devices.

Maintains Idaho transportation board authority to designate specific sections of state highways where all-terrain vehicles and motorbikes may travel, and allows such vehicles on state and federal lands outside the highway system.
