Creates new Section 49-408A to establish custom vehicle license plates for replica vehicles designed to resemble classic vehicles, limited to those with a maximum gross weight of 26,000 pounds or less.

Requires custom vehicles to comply with Idaho law regarding equipment and operating condition, with the department issuing a rear-only license plate bearing "Custom Vehicle," "Idaho," and the registration number without a date designation.

Allows custom vehicle license plates to remain valid upon annual renewal as long as the vehicle exists, and permits transferors to retain and transfer plates to another qualifying custom vehicle upon title transfer.

Imposes initial and annual program fees in addition to regular registration fees, with all revenues deposited into the state highway account.

Amends Section 49-428 to allow custom vehicle license plates to be displayed on the rear of the vehicle only, consistent with year of manufacture, old timer, classic car, and street rod license plates.
