Requires the Director of Agriculture to clearly specify in proposed rulemakings whether rules are broader in scope or more stringent than federal law, or regulate activities not regulated federally.

Directs the Director to utilize best available peer-reviewed science, data collected by accepted methods, and explain consistency with legislative findings when proposing rules under specified chapters of Idaho Code.

Mandates that scientific studies and underlying methodology be made available for public review and comment before the Director makes rulemaking decisions.

Requires that agricultural operation requirements be economically feasible and reasonably achievable based on physical, operational, and economic constraints, without relying solely on highest-cost or most modern management practices.

Applies all requirements to new rules as well as amendments, extensions, or renewals of existing rules effective upon the act's enactment.
