Relocates the School Safety and Security Program from the Idaho Division of Building Safety to the Office of the State Board of Education, with an executive director overseeing a manager and additional personnel as needed.

Authorizes the program to conduct annual assessments of all public educational facilities for consistency with school safety and security guidelines, prepare written reports documenting vulnerabilities and remediation recommendations, and provide training and technical assistance to schools.

Establishes the Idaho School Safety and Security Advisory Board within the Office of the State Board of Education consisting of 13 members including gubernatorial appointees, state superintendent representative, law enforcement representatives, emergency management official, legislative members, and school board/educator representatives.

Mandates gubernatorial appointees serve 3-year terms while all other advisory board members serve 2-year terms, with the board meeting at least annually and required to report to the legislature and governor by February 1 each year on school safety status.

Transfers $300,000 annually from the public school income fund to the program's miscellaneous revenue fund effective July 1 of each year to support program operations.
