Changes language in Section 33-1271, Idaho Code from "shall" to "may" to make school district board negotiations with local education organizations optional rather than mandatory.

Requires local education organizations to provide written evidence they represent 50% plus one of professional employees before negotiations commence.

Allows local education organizations to establish representative status on an annual basis, with evidence required from the last two years of employment.

Requires accurate records and minutes of negotiation proceedings to be kept and made available for public inspection during normal business hours.

Mandates that final settlement offers be ratified in open meetings with each party providing written confirmation that majority ratification has occurred.
