Appropriates $175,746,400 from the Federal COVID-19 Relief Fund to the Executive Office of the Governor for trustee and benefit payments from July 1, 2020, through June 30, 2021.

Directs the Governor's office to allocate emergency rental assistance funding to the Idaho Housing and Finance Association in increments not exceeding $10,000,000 on an as-needed basis.

Requires the Idaho Housing and Finance Association to verify no duplication of benefits for applicants and to not process applications in cities or counties that received direct federal rental assistance funding.

Mandates monthly reporting by the association to the Joint Finance-Appropriations Committee and Legislative Services Office by the fifth business day of each month.

Requires the association to be audited by an independent firm skilled in auditing federal funding programs.
