Adds Section 67-9412 to Idaho Code establishing that licensing authorities must grant licenses to applicants who complete an "applicable apprenticeship program" (defined as paid on-the-job learning programs adopted by Idaho licensing authorities or the U.S. Department of Labor), pass required examinations, pay applicable fees, and meet other unrelated criteria.

Requires licensing authorities to use identical passing scores and licensing fees for apprenticeship program graduates as for standard applicants, and prohibits establishing increased education, training, or hour requirements for apprenticeship applicants.

Mandates that licensing authorities denying licensure based on an apprenticeship program being inapplicable must issue written denial explaining the determination, with such decisions subject to judicial review as final administrative actions.

Directs licensing authorities to coordinate with the state department of education, workforce development council, and division of career technical education to ensure applicable apprenticeship programs are available and promoted to secondary and postsecondary students.

Allows licensing authorities without established apprenticeship programs to discretionarily consider apprenticeship as a licensure pathway if deemed appropriate.
