Allows healthcare providers not licensed in Idaho to provide telehealth services to Idaho residents or persons located in Idaho if they meet specified requirements.

Requires out-of-state providers to hold current, valid, unrestricted licensure from a state with substantially similar licensing requirements, have no pending disciplinary proceedings, maintain liability insurance, and obtain an Idaho telehealth credential.

Prohibits out-of-state providers from having controlled substance licenses that have been suspended or revoked, and requires they consent to Idaho jurisdiction and comply with all applicable Idaho laws and regulations.

Establishes that Idaho community standard of care applies and allows Idaho licensing authorities to investigate violations, impose disciplinary action, and notify other states where the provider holds licensure.

Requires venue for civil or administrative actions to be in the patient's county of residence or other applicable Idaho county, and does not shield providers from personal jurisdiction in Idaho or HIPAA privacy safeguards.
