Amends Idaho Code Section 42-204 to revise extension procedures for water permits requiring completion of construction and beneficial water use within 5 years of approval.

Establishes six categories of permits eligible for time extensions: (a) permits delayed by federal, state, or local permitting or litigation; (b) large irrigation projects over 25,000 acre-feet and 5,000 acres (up to 12 years); (c) reservoirs over 10,000 acre-feet capacity; (d) permits diverting 2+ cubic feet per second or developing 100+ acres (up to 10 years); (e) federal or Idaho Water Resource Board permits; and (f) all other permits (up to 5 years).

Creates special provisions for municipal providers seeking permits for reasonably anticipated future needs, allowing periodic incremental proof statements during a planning horizon with reporting intervals no shorter than 5 years rather than traditional fixed deadlines.

Requires the Department of Water Resources to notify permit holders 60 days before completion deadlines and allows one opportunity to request extensions with good cause, with appeal rights to the director and judicial review available.

Establishes that permit holders failing to comply with deadlines shall relinquish rights to their permits, except permits may be reinstated under specified reinstatement provisions.
