Increases the delegation threshold for public works projects from $150,000 to $500,000, allowing the Division of Public Works administrator to delegate control to state agencies for projects costing less than $500,000 on a project-by-project basis with written request and council approval.

Requires delegated state agencies to assume full responsibility for project budgets and receive appropriated funds upon application and approval by the Permanent Building Fund Advisory Council.

Maintains that delegated agencies must still comply with all public works statutes, life safety codes, building codes, and any guidelines or procedures adopted by the Division of Public Works.

Prohibits delegated agencies from accessing Permanent Building Fund Advisory Council contingency funds unless separately approved by the council or authorized by appropriation.

Allows the administrator to cancel delegation with concurrence of the Permanent Building Fund Advisory Council, and permits the council to audit delegated projects for compliance with applicable codes and policies.
