Creates new Idaho Code Section 18-6411 prohibiting targeted picketing, defined as intentionally picketing or demonstrating on the street or sidewalk in front of a person's residence or dwelling place with intent to harass, annoy, or alarm another person.

Exempts residences or dwelling places used as the principal place of business of an individual from the targeted picketing prohibition.

Establishes targeted picketing as a misdemeanor offense.

Declares an emergency, making the act effective upon passage and approval rather than on a delayed effective date.
