Amends Idaho Code Section 31-714 to revise county ordinance penalties: first violation punishable by fine up to $1,025.00 or six months imprisonment; second violation within one year punishable as infraction with fine up to $50.00; third or subsequent violation punishable as infraction with fine up to $75.00

Amends Idaho Code Section 50-302 to revise city ordinance penalties: first violation punishable by fine up to $25.00; second violation within one year punishable as infraction with fine up to $50.00; third or subsequent violation punishable as infraction with fine up to $75.00

Allows cities participating in federally mandated programs to enforce penalties or requirements by ordinance with fines up to $1,000 or imprisonment up to six months, subject to the same tiered infraction penalty structure for repeat violations

Prohibits county commissioners from circumventing infraction penalty provisions by issuing orders or proclamations with misdemeanor-level punishments
