Amends Idaho Code Section 54-1016 to add exemptions for fire department employees replacing or maintaining hard-wired smoke or carbon monoxide alarms in one to two family dwelling units if the employee has received annual electrical safety training.

Exempts limited electrical contractors and limited electrical installers from permitting, design plan, and inspection requirements when installing or replacing fire alarm communication devices.

Establishes that HVAC licensees may install control wiring of 24 volts or less for HVAC equipment of 5 tons or less in capacity, while plumbing certificate holders are prohibited from installing any HVAC control wiring.

Prohibits local jurisdictions and the state fire marshal from amending the exemptions in this section or adopting any conflicting ordinances, laws, or rules.

Declares the act an emergency measure effective upon passage and approval.
