Appropriates $279,920,800 to the Department of Health and Welfare for the Expansion Medicaid Plan Program for fiscal year 2021, funded from the Cooperative Welfare (General) Fund ($26,830,100), Cooperative Welfare (Dedicated) Fund ($88,119,700), and Cooperative Welfare (Federal) Fund ($164,971,000)

Reduces the Enhanced Medicaid Plan Program appropriation from the Cooperative Welfare (General) Fund by $62,642,100 for the fiscal year 2021 period

All appropriations are for trustee and benefit payments covering July 1, 2020, through June 30, 2021

Declares an emergency, making the act effective immediately upon passage and approval
