Revises election day registration requirements to allow proof of residence through current Idaho driver's license, Idaho identification card, documents with valid address and picture ID, or current student photo identification with fee statement.

Establishes an Election Integrity Fund with $2,000,000 transferred from the general fund to provide free four-year identification cards to qualified Idaho electors who need identification for voter registration purposes.

Modifies electronic voter registration and mail registration procedures, including requirements for verification of registration and identification for first-time mail registrants.

Requires county clerks to ensure new accurate voter registrations are submitted by November 2024 for any elector whose full legal name in registration records does not match their name on Idaho transportation department records.

Creates a random audit process for voter affidavits completed in lieu of personal identification at polling places, with the secretary of state referring evidence of fraud to county prosecutors or the attorney general.
