Establishes a State Commission for Education Excellence to study continuous improvement plans and student achievement indicators, with members from state board, legislature, business, parents, and teachers meeting at least twice annually.

Requires school districts and charter schools to develop annual continuous improvement plans including data-driven student achievement targets, literacy proficiency goals, college and career advising goals, and individual staff performance metrics, with plans submitted by October 1 each year.

Modifies teacher evaluation and endorsement requirements by allowing individualized professional learning plans and adjusting performance criteria timelines for advanced professional endorsements through June 30, 2022.

Removes requirements for school districts to develop separate college and career advising plans for students in grades 8-12, instead allowing flexible alternative advising and mentoring approaches including virtual programs.

Revises literacy intervention requirements to specify 60 hours of supplemental instruction for below-basic readers and 30 hours for basic-level readers in kindergarten through grade 3, with annual evaluation of approved adaptive learning technology providers.
