Amends Idaho Code Section 50-304 to revise city powers regarding preservation of public health, including establishing boards of health, passing health ordinances, preventing contagious diseases, and making quarantine laws within 5 miles of city boundaries.

Defines "quarantine" as the separation of a person exposed to an infectious or communicable disease, a person displaying medically unknown symptoms, or contamination from chemical, nuclear, or biological agents.

Limits quarantine separation to a reasonable period of time sufficient to determine whether the exposed person will become sick.

Declares an emergency, making the act effective upon passage and approval.
