Creates a sage grouse preservation program in Idaho Code Chapter 25 that requires certification for any person or entity to purchase, possess, breed, raise, sell, or release greater sage grouse or sage grouse eggs.

Establishes certification requirements including demonstrated experience raising at least two other game bird species for 3+ consecutive years, adequate disease-free enclosures with sage grouse-appropriate vegetation, and separation from other game birds.

Allows certified persons or entities to collect up to 250 greater sage grouse eggs per calendar year from no more than 40 nest sites, conducted in coordination with University of Idaho and the Idaho Department of Fish and Game.

Requires captive-raised sage grouse to be marked for tracking and held in soft release pens for at least 30 consecutive days before release, except chicks introduced to wild brood hens which follow best practices established by the University of Idaho.

Designates birds as private property of certified persons or entities once they have successfully reintegrated into the wild birds equal to or greater than 120% of eggs taken from the wild, and establishes a dedicated fund for program research and administration.
