Amends the definition of "advocate" in Idaho Code Section 74-603 to clarify that providing factual information about ballot measures in a neutral manner does not constitute advocacy.

Adds college course credit and extra credit to the definition of "property or resources" that cannot be used for political purposes or to advocate for or against candidates or ballot measures.

Prohibits public entities and public officials from providing or offering college course credit or extra credit to students of state institutions of higher learning to encourage voting, discourage voting, or influence how students vote on candidates or ballot measures.

Includes state institutions of higher learning in the definition of "public entity" subject to restrictions on using public funds and resources for political advocacy.
