Adds new section 67-6610D prohibiting foreign nationals from making contributions, independent expenditures, or electioneering communications to any candidate, political committee, or measure in Idaho.

Defines "foreign national" as non-U.S. citizens not lawfully admitted for permanent residence, foreign governments or subdivisions, foreign political parties, and entities organized under foreign laws or with principal place of business in a foreign country.

Establishes that knowing and willful violations become felonies when aggregate violations exceed $1,000 in a consecutive 12-month period or when a person is convicted a second time within 10 years.

Amends section 67-6625 to reference the new foreign contribution violations and clarify that felony violations must be prosecuted pursuant to section 19-402, Idaho Code.

Corrects code reference in section 67-6605 from "subsection (b) of section 67-6625(2)" to "section 67-6625(2)" for violations involving coercive contribution practices.
