Establishes a reimbursement program administered by the state board of education to distribute payments to parents or guardians who withdraw students from public schools or charter schools.

Payment eligibility requires the school board to not provide full-time, in-person instruction for a minimum of four days per week during the school year, excluding holidays and weekends.

Reimbursement amount equals the average state funds appropriated per student during the previous school year, prorated based on enrollment length.

Eligible education expenses include computer hardware and internet access, private school tuition, tutoring, textbooks, curriculum, therapies, supplemental education services, and other board-approved expenses.

Payments must be used for eligible education expenses during the remainder of the school year; unused funds must be returned to the state general fund.

Act takes effect April 1, 2021, and expires July 1, 2022.
