Adds new Section 67-3501B defining six key budget terms: "account category," "appropriation," "encumbrance," "executive carry forward," "fund," and "program."

Replaces terminology throughout Idaho Code Title 67 by substituting "account category" for "object code," "funds" or "moneys" for "funds," and related terminology adjustments for consistency and clarity.

Revises Section 67-3521 provisions on encumbrances and executive carry forward, clarifying that purchase orders issued by the state purchasing administrator shall be automatically encumbered and included as executive carry forward without requiring separate approval.

Updates multiple sections governing state budget processes, controller duties, treasurer responsibilities, and investment procedures to use standardized terminology throughout Chapters 10, 12, and 35 of Title 67.

Takes effect July 2, 2021.
