Creates a new Chapter 43 in Title 42 of Idaho Code to establish a legal framework for cloud seeding programs in the state.

Defines cloud seeding as artificial distribution or creation of nuclei in cloud masses to induce precipitation or other meteorological parameters, excluding fog suppression and frost prevention measures.

Authorizes the Idaho Water Resource Board to sponsor, develop, and contract for local or statewide cloud seeding programs and related research.

Restricts state funding for cloud seeding to basins where existing water supplies are insufficient to support current water rights, water quality, recreation, or fish and wildlife uses, with water distributed according to the prior appropriation doctrine.

Prohibits liability claims (including trespass or nuisance claims) against cloud seeding projects funded or authorized by the state and eliminates the requirement for state or local permits for such projects.
