Expands authorized uses of water management account funds to include studies that conserve or increase water supply, improve drought resiliency, address water sustainability, or support flood management.

Changes large water infrastructure project funding to require at least 50% matching funds from parties other than the state, with the board authorized to determine value of in-kind contributions.

Adds managed aquifer recharge site identification, study, and construction above Milner Dam as an eligible large water infrastructure project to benefit existing water rights and meet settlement agreement commitments.

Requires water resource board to submit comprehensive legislative reports including lists of all projects considered, detailed information on funded projects, and anticipated future funding requests, rather than only reporting on projects selected under the large infrastructure provision.

Removes the $50,000 annual grant limit for projects selected by the board under large water infrastructure provisions and flood management grants.
