Establishes the Idaho Energy Conservation Code effective July 1, 2021, based on the International Energy Conservation Code as amended by the Idaho Building Code Board and approved by the legislature.

Preempts local governments from adopting energy codes or requirements that differ from or are more extensive than the state Idaho Energy Conservation Code.

Requires legislative approval for any amendments, revisions, or modifications to the Idaho Energy Conservation Code adopted by the Idaho Building Code Board through the negotiated rulemaking process.

Deems the International Energy Conservation Code version in effect on July 1, 2021, automatically approved by the Idaho Building Code Board and legislature for implementation purposes.

Amends Section 39-4109 to explicitly include the Idaho Energy Conservation Code in the state's adopted building codes and establish the legislative approval requirement for future code modifications.
