Prohibits the state of Idaho and all political subdivisions (counties, cities, school districts, public health districts, and special purpose districts) from mandating that individuals wear face masks, face shields, or other face coverings to prevent or slow the spread of contagious or infectious diseases

Prevents face coverings from being required as a condition for entry, education, employment, or receipt of other services

Requires any state or political subdivision recommendations regarding face coverings to include a notice stating that the recommendation is not mandatory

Defines "state" to include all state agencies, boards, commissions, departments, divisions, institutions, and state institutions of higher education

Takes effect immediately upon passage and approval with an emergency declaration
