Creates new Idaho Code Section 18-6411 prohibiting the publication, posting, dissemination, or disclosure of an individual's residential address or information identifying their residence with intent to harass, intimidate, or cause targeted residential picketing.

Defines "targeted residential picketing" as intentionally engaging in picketing or demonstration on the street or sidewalk in front of or adjacent to a person's residence with intent to harass, annoy, or alarm another person.

Excludes from the definition picketing or demonstrating in front of a residence used as the principal place of business of an individual.

Establishes violation of the prohibition as a misdemeanor offense.

Declares the act an emergency measure effective upon passage and approval.
