Establishes that when a vacancy occurs in the office of precinct committeeman, a qualified elector of the precinct shall be appointed by either the legislative district central committee (if the precinct lies entirely within a single county) or the county central committee (if the precinct lies within a legislative district spanning multiple counties).

Removes previous language requiring the county central committee to fill all vacancies in the precinct committeeman office and replaces it with a structured appointment process based on the legislative district configuration.

Clarifies in Section 34-503 that a vacancy in the precinct committeeman office located entirely within a single county legislative district shall be filled by appointment of the legislative district central committee, cross-referencing Section 34-502.
