Adds Chapter 5 to Title 73, Idaho Code, establishing a "Business Bill of Rights" applicable during any disaster emergency declared by the governor or public health order issued by a governmental entity.

Prohibits governmental entities from revoking or threatening to revoke business licenses, liquor licenses, or occupational/professional licensure of business owners or employees solely because a business remains open.

Prohibits governmental entities from fining, sanctioning, or seizing funds or assets of a business because such business remains open.

Prohibits governmental entities from requiring a business to close, reduce hours, alter operations, or restrict access by employees, customers, suppliers, consultants, or contractors.

Any violation of these prohibitions results in automatic termination of the disaster emergency or public health order, or both, that was in place when the governmental entity took the prohibited action.
