Exempts fire department employees acting in official capacity from electrical contractor licensing when replacing, maintaining, or repairing hard-wired smoke or carbon monoxide alarms in one or two-family dwelling units, provided they receive annual electrical safety training.

Exempts limited electrical contractors and installers from design plan submission requirements when replacing or installing fire alarm communication devices (DACT), with permit fees not to exceed $125.

Permits HVAC and plumbing license holders to perform specified low-voltage electrical work including water heater connections, space heaters, HVAC equipment connections, and control wiring up to 24 volts for HVAC equipment of 5 tons or less.

Prohibits local jurisdictions and the state fire marshal from amending, conflicting with, or adopting ordinances that contradict the exemptions provided in Section 54-1016 of Idaho Code.

Declares the act an emergency measure effective upon passage and approval.
