Establishes two education funding programs: the Strong Students Grant Program (provides $500 grants) and the Strong Students Scholarship Program (provides 90% of average state per-pupil funding)

Grant Program prioritizes awards first to students with household income under $50,000 (within 30 days), then $75,000 (starting September 15), then all others on first-come basis (starting November 1), with applications accepted July 1 through December 1

Scholarship Program requires students to have attended Idaho public school for at least 100 days in prior year and not be currently enrolled in public school; parents must agree to provide core subjects (English, math, science, social studies) and not enroll student as full-time public school student

Eligible education expenses include computer hardware, private school tuition, textbooks, standardized test fees, therapies, and school district programs offered to nonpublic students

Establishes seven-member Parent Advisory Panel to recommend eligible expenses and program improvements; prohibits students from receiving both grant and scholarship account in same fiscal year; requires annual reporting to governor and education committees
